O IMNS, órgão da Secretaria Municipal de Saúde, é uma instituição datada do século XX que vem, orientada pelos preceitos da Reforma Psiquiátrica Brasileira, em franco trabalho de desconstrução de seu aparato manicomial nas últimas décadas. Tendo como base as ações de desinstitucionalização, o Instituto participou da saída de diversos serviços assistenciais para o território com a consequente qualificação do atendimento e cuidado em saúde mental. Este trabalho se materializa pela saída de pessoas com longo histórico de institucionalização que passam a novamente poder usufruir de uma vida em liberdade. Por esta via, o trabalho de desconstrução da lógica asilar vem sendo gradativamente substituído por uma rede de cuidados extra hospitalares de base territorial, assim como, pela transformação de antigos espaços destinados às práticas manicomiais, em projetos voltados para inclusão social através de atividades de cunho histórico, artístico, cultural e de formação.
