С момента своего создания новый профсоюз строился как демократическая структура, независимая от диктата руководства медицинских учреждений или чиновников. Его появление стало результатом сознательного решения обычных медиков - врачей, фельдшеров, медсестер, студентов медицинских училищ и вузов - объединиться для грамотной и решительной защиты своих трудовых прав. В августе 2013 года МПРЗ «Действие» был зарегистрирован в Министерстве юстиции Российской Федерации и получил статус юридического лица (ОГРН №1137799016035). МПРЗ «Действие» является членской организацией Конфедерации труда России (КТР) - объединением демократических свободных профсоюзов, вторым крупнейшим национальным профцентром.
